Transport Licensing Authority

The Transport Licensing Authority (TLA) is the statutory body established under the Transport Licensing Act 1967 to regulate and oversee the lawful operation of passenger, taxicab, and rental vehicle services throughout the Cook Islands. Chaired by the Registrar of Motor Vehicles and supported by appointed members, the Authority ensures that all transport services operate in accordance with the law, in the public interest, and to standards of safety, efficiency, and accountability. Our core responsibilities include the evaluation and issuing of transport licences, conducting public inquiries, reviewing and amending licences, and enforcing compliance with legislative conditions. We assess each application with consideration for public need, economic stability, road safety, and service reliability. The Authority is committed to fostering a safe, competitive, and sustainable land transport system that supports the mobility needs of all Cook Islanders and visitors.
